Luke Pollard, MP for Plymouth Sutton and Devonport, released a 140-second Twitter video updating residents on the horrific shooting in the Keyham area.
Mr Pollard, 41, said “a number of people have been killed”.
“The police have not yet released the figures but it is awfully grim, I’m afraid.
“I want to say thank you to the police for their speedy response and for supporting the community at this really difficult time.”
The Labour MP and Shadow Secretary of State for Environment, Food and Rural Affairs urged residents to not share harrowing images from the incident.
He said: “There are images and videos circulating on social media which show bodies on the ground.
“We are a strong city, we are a decent city, full of decent people.
“Please can we not share those images.”
Pollard, who was born and brought up in Plymouth, also highlighted that both Ford Primary and St Marks Primary School will open at 9.00am tomorrow for the MP, local councillors and Devon and Cornwall Police to offer their support to the community.
“We will need time and space to process what has happened tonight but this will be a safe space for the community to come together just outside the police cordon to make sure we have an opportunity to share, to talk, to get signposts for the help that is available,” he said.
Johnny Mercer, Conservative MP for the neighbouring constituency of Plymouth Moor View, shared Mr Pollard’s video and added in a separate tweet: “A truly devastating day.”

The Mayor of London, Sadiq Khan, has also sent his thoughts to the people of Plymouth.
In a tweet, Khan said: “Deeply saddened by the loss of life in Plymouth this evening.
“All those affected and the local community are in my thoughts, as are the emergency service workers responding to this tragic incident.”
